While the cemetery administrators are US govt civilians employed by the American Battle Monuments Commission, it's most likely that the laborers are locals. France also donated all the land for them in perpetuity.

And there are many private memorials throughout France that are typically maintained by local villages. I once participated in an honor guard that performed a memorial ceremony for the crew of a downed bomber near a village in the south of France. The townspeople at the time helped the survivors avoid capture, and the current folk maintain a memorial for the deceased crewmembers (at least up to ~1996). They never forgot.
